What programming skills should I have in order to write secure Bitcoin web-services? (e.g. like LocalBitcoins)

I want to create open source project for LocalBitcoins, and I already advanced php coder. I don't care about CMS, frameworks or whatever, I love writing from scratch.
Concerning security I'm not an expert, but I've learned essential things that is needed for any security web-sites (in order to protect web-site from hackers)
1) NCRF
2) Offline storage for Bitcoins
3) Multisig libraries
4) Skills needed to setup your own node
Since I'm newbie, I might lose something, please tell me what it is.
Most of all in development, I hate complicating things. Its already took too much time to get basics on how to do this 4 things mentioned above. I would be really thankful if you know some easy way to learn technologies which will help make good, secure apps.
About #2 or #3. This things is needed, because as I understand, even my web-hosting provider can compromise Bitcoins of users in case if private keys for wallets stored openly in database.
I believe in permissionless innovation, so I don't need any advice on how to comply with any financial regulation institutions, I believe its my human right to do what I want as long as I'm not harming anyone.
Could you please recommend me any links or resources to study, in order to be able to create Bitcoin-services for Bitcoin. I'm ready to use GitHub for sharing code with everyone. And really would like to write such services which can have scalability and for not keeping BTC in custody (which is also pretty difficult task). Btw how big service should be to not have a custodian model?

Amazon Web Services to pay with bitcoin. Is this legit?

First time buy on craigslist and the seller sent me an invoice that works through amazon web services. The email it was sent through was [email protected]. I’ve never seen anything like this before and it is also saying that I must purchase bitcoin in order to purchase the item for security reasons and because it is a more expensive item. This seems sketchy but I’m not sure if I’m just unfamiliar with this platform. Will also be calling amazon for help. Help please!

Hi everyone.
To make a long story short: this topic is about an MVP web service that I've created to simplify the turnover of face-to-face crypto trades, which heavily needs your cooperation to keep it in the right direction.
A few months ago I saw the news that Localbitcoins removed face-to-face cash trades, which to me seemed kind of over-regulation even though the industry itself is under fire.
Later I saw that bitcoin.com launched some sort of a Localbitcoins-killer. The new service has a face-to-face feature but still, suffers a lack of crypto diversity. Then I started thinking about countries that suffer from strict regulation like China, Russia, India, etc.
Let's skip their attitude on the world scene and focus on global crypto adoption. I'm truly convinced that everyone has the right to have crypto and should not fall under fire of regulation or sanctions in the modern world [I mean a regular person].
With this in mind, I decided to build a simple platform where anyone could sell/buy crypto f2f.
I call it Qweza. Right now I'd say it's an MVP in beta mode.

Qweza is a face-to-face trading platform where anyone could sell or buy crypto f2f without risking private information. The platform doesn't store your conversations, cryptos or any confidential information that could be used against you.
As for now, to use Qweza, you need only a telegram account.

Why telegram?
Well, there are several reasons for that.
  • Firstly, I don't remember cases where telegram would be accused of weak data protection.
  • Secondly, telegram holds, probably, the largest amount of crypto-related communities, which makes it easier to access the web

Why do I roll out the project if it's not ready yet?
All fundamental features are ready so far. Still, several issues should be solved, however, these issues have nothing to do with users' data protection. I'd say they are about sellers/buyers protection with the help of 3rd party and some UI improvements.
Does Qweza store my info?
Qweza stores only your telegram ID & your nickname to fight against spam. All your conversations with traders are only stored on telegram's servers.

Is it possible to call a web service when Bitcoin Core client detects incoming transactions on certain addresses?

The idea is to mark a couple of addresses stored on the node as "watch these" and have the node callback to an API for when any of those addresses receives a transaction, either supplying the txhash or wallet address that triggered the event as a param in the API call.
This probably already exists as a bitcoind feature, but I've not come across it.
Pointers?
